  1. Yes, woman in Arab Culture were covering their bodies before Islam, but the veil (covering) is part of Islam because when Islam came, it approved good traditions and refused bad traditions.

  2. Women before Islam used to wear in modesty not just because of the culture, it was a religious rule too. Christianity came before Islam almost 600 years ago and Mary (peace be upon her) was covering her head, it wasn't cultural and nuns now cover their heads and bodies too. It is mentioned also in the Bible 1 Corinthians, chapter 11 "But any woman who prays or prophesies with her head unveiled brings shame upon her head, for it is one and the same thing as if she had had her head shaved, For if a woman does not have her head veiled, she may as well have her hair cut off. But if it is shameful for a woman to have her hair cut off or her head shaved, then she should wear a veil" verses 5,6. So, after Islam and before Islam the head covering does exist because of religious rules. And in Islam, Allah orders us to cover our bodies not just to cover but to avoid "Fitna", a Muslim women shouldn't attract other men by showing a lot of her skin or hair. Because if that happens in a society for example men will at least compare his wife by another women and he will start to think who is more beautiful and a lot of miss will start to happen inside the society. The point is the veil was always religious and for logical reason and all of the biggest three religions revealed in the Arab world and in the Middle East area, that is why the majority think it is a Arabic tradition.
